The two clubs are said to have agreed a fee in the region of £43 million, but the transfer is proving difficult to get over the line and Jorginho remains a Napoli player for now.
That should change sooner rather than later but it looks as though more patience will be needed.
Despite the fact the two clubs and the player want the deal to happen, there are still things to hammer out, according to City board member Alberto Galassi, who shed light on the situation while on Italian television.
"The club is interested, the player is also interested and Napoli are not opposed to the move," Galassi told Sky Sport Italia.
"Having said that, there are still some things to sort out and it's not done yet. It's not an easy negotiation."
It is thought a payment schedule and add-ons have still to be sorted out, while there is also the possibility of a pre-season friendly between the two clubs to be agreed on.
