The 48-year-old manager noted the restrictions imposed by the rules - which limit clubs to a maximum loss of £105 million over a three-year period - have affected the club's ability to compete in the transfer market following a freustrating summer that has seen them miss out on a number of targets.
Eddie told Sky Sports: "We're controlled by PSR. That's still limiting what we can do and that's the reality.
"I've said many times, we're not the highest payers in the league. We're far from it and that is sometimes reflected in the choices players make.
"I don't think there's many players who have come here and haven't benefitted from the experience Newcastle can give you.
"Playing in front of these supporters, that's an absolute privilege and an honour that's never lost on me. It's a special place to be. Some players have a different choice. Finances play a part in that."
Alexander Isak is currently training away from the club and will miss next weekend's opening Premier League game against Aston Villa as he wants to leave Newcastle, who have rejected a £110 million offer from Liverpool.
And asked if he may need to let him go, Eddie said: "That's a decision that I won't make, that will be for other people to make."
