The football legend is set to leave PSG this summer and Laporta thinks that Barca can persuade the star to make a romantic return to La Liga despite Messi being linked with a lucrative move to Saudi Arabia.
Laporta told TV3: "With all due respect to Saudi Arabia - where a lot of good work and investment is taking place around the league there - Barca is Barca.
"Barca is his home. Barca can compete with anyone. The history this club has and the feeling of our 400 million supporters is so strong."
Messi's relationship with Laporta was thought to have broken down when the Argentina international moved to PSG in 2021 but the president stressed that tensions have been smoothed over since.
He said: "I have spoken with him recently to rectify the situation after I had to put the club before everything, even him, the best player in the world.
"It was a pleasant conversation. We have recovered the relationship we have had for many years."
Barcelona secured their first La Liga title since 2019 at the weekend and Laporta is hoping to strengthen the squad in the summer despite Barca's difficult economic situation.
He said: "The club is following an austerity plan, but we are working hard to build a competitive team for next season. We will see if La Liga approve our viability plan."
