The Spurs boss has seen his side have an up-and-down start to the season, and though he wants to strengthen his squad, he insisted any players he is interested in must be able to "clearly improve" the team, otherwise he'll wait until the summer to make new signings.
He told Sky Sports: "Of course the window will open and we will be in the market and see if there's anything we can do.
"But it needs to be something where we think it can clearly improve the team, if not I'd rather want to wait.
"But we will be out there."
The 52-year-old manager thinks Brennan Johnson has a "very important" place in the team.
Speaking after his side beat Crystal Palace 1-0, he said: "I think Brennan is very important for us.
"Maybe he didn't get many minutes, but unfortunately I can only play 11 players.
"He's still started quite a few games. I think Brennan is an important player for us."
Meanwhile, Thomas declined to comment when asked about reports that sporting director Fabio Paratici is leaving Spurs.
He simply said: "There's a lot of rumours out there about staff members, players, everything, as long as they're rumours, I'm not commenting on it."
