The Everton midfielder is yet to represent the Three Lions at senior level and knows that he has to start scoring more goals and getting more assists if he is to enter Thomas Tuchel's thinking.
Garner – who won the Under-21 Euros with England in 2023 – told FourFourTwo magazine: "It's definitely a target for me.
"I feel like I've got the quality to be in the team, I just need to show it on a more regular basis. Today's game is all about statistics. I need to go out there and get some stats for myself – goals, assists. That's going to help me."
Garner takes inspiration from Nottingham Forest midfielder Elliot Anderson's seamless progress from last summer's Under-21s success to the senior side.
He said: "He more than deserves the chance he got, and he more than took the chance, he's played really well.
"At the same time, it helps that he was in a team last season that was winning games. Forest finished seventh. That doesn't go unnoticed.
"That's what you want going into tournament football – winners. You don't want players who are playing in the bottom half of the league. It's just facts."
Garner is a versatile footballer who can also play at full-back and accepts that it can count against him in the eyes of some.
He said: "If you're asking someone who's going to look at it negatively, then yes, it does count against me. Some people might say, 'He's good at a lot of positions but not very good at one.'
"If you're talking to someone who's going to look at it in a positive light, then no, versatility doesn't count against me. People get injured and I can pretty much slot in anywhere you need me to."
