The Ajax winger looked set to sign for the Partenopei in January, only for issues surrounding his family to delay the agreement.
However, Napoli declared a contract had been signed for the summer and that the 24-year-old would arrive in July.
Younes' representatives seem to repute these claims though, and speculation suggests they have requested the paperwork surrounding the deal.
Despite this, the club's lawyer Grassani insists the deal is done and has accused the player and his entourage of trying to back out the transfer.
"Younes? There are no big news, the situation is on standby,' he told Radio Crc.
"I do not know if the player has appointed a lawyer who in turn has asked the Naples to review the signed contract, I do not know.
"That Younes is eager to know what he signed I find it quite curious because this signature has arrived with the assistance of his attorney and with the exchange of an e-mail for which the player knows very well what he signed and the contract is valid to all effects from July 1, 2018.
"The documents are already filed at the registration office and that today Younes is seized with amnesia is curious."
