The 22-year-old midfielder made just two Premier League starts last season and he has acknowledged he may need to seek a move in order to be the "best possible" player he can be.
He told the Daily Mail newspaper: "It's just a situation that me and the team on my behalf have to have a conversation about, because I'm coming to an age now where I'm 22, I'm going to be 23 next season, and I don't really want to be wasting years of my career, because it's a short career.
"I just want to improve and be the best possible version of myself and the best player I can be.
"If that's to go somewhere else, then it's a decision I'm going to have to make and I just need to see what happens."
Harvey would prefer to stay at Anfield, but knows he will need to put his career first.
He said: "Nothing makes me want to leave,' Elliott said. 'I love the club, I love the fans, the team. I support them as well.
"But as I said, most importantly, it's about what's best for my career. I just need to make that decision."
Despite his disappointment, Harvey - whose only two starts came after Liverpool had clinched the title - supports the decisions made by manager Arne Slot.
He said: "The boss is the boss. He's the man in charge and he's the reason we've won the league, because of his decisions. His decision was not to start me."
