The Gypsy King has regularly hinted at a return to the ring after announcing his retirement in January and Warren insists that he is desperate to gain revenge on Usyk in a trilogy fight, although it won't be happening this year.
The promoter told BBC Radio 5 Live's Boxing podcast: "I spoke to him [Fury] over the weekend about boxing. He won't fight this year.
"He's got this Netflix second series coming but he's in the gym. He's in it for his wellbeing, physically and mentally. It keeps him in a good place."
Fury took to social media recently to announce a third fight against Usyk at Wembley Stadium in April 2026 and Warren believes that the former heavyweight world champion needs something to stimulate his mind.
The Queensberry supremo said: "He's got that mentality that he's in the gym and he needs to do something.
"He's made it clear he wants to fight Usyk."
Warren also dismissed the prospect of Fury taking a tune-up fight to prepare for the Usyk trilogy clash.
He said: "He had some tough fights against [Deontay] Wilder. A fight I don't think he was right for against [Francis] Ngannou and then the two tough fights against Usyk.
"He's controlled most of the fights he's been in but he's not getting any younger. Knowing him, he'll want to go straight in."
Fury previously stated that a trilogy bout against Usyk in the UK would be the only fight to tempt him back to the ring after he felt harshly treated in his two defeats to the Ukrainian last year.
He said: "If I was going to come back, I would come back for Usyk, but I want a fair result in England. That would be the fight I want next.
"I don't want any favours, I want a fair fight and a fair result which I know I didn't get. I thought I won that second fight by five rounds. I watched it literally 250 times and each way, I never see there's a way he won. But, they can do what they want."
