Grant payments due at the end of next month will be dispatched and high-priority cases will be entitled to emergency funding, the WRU has revealed.
All clubs under their protection will receive an additional £1,000 funding as part of its contingency plans, with the WRU admitting it stands to make "a substantial loss" this year.
While also calling for aid from the Welsh Government, a statement from the WRU says the organisation is determined to help clubs that are feeling the brunt of the coronavirus, which has seen all rugby matches suspended for the foreseeable future.
"Our commitment is to do everything possible to safeguard the future of our game in Wales," said the statement.
"Our goal is simple. We plan to emerge from this crisis with the WRU and all teams and clubs, whether they be amateur, semi-professional or professional, intact and able to have a sustainable future."
